PCI is the most common way agencies put a number on pavement condition. Understanding what the number actually measures is what keeps it from being misused.
How PCI is calculated
PCI follows ASTM D6433. Inspectors sample the pavement, identify each distress type, rate its severity as low, medium or high, and measure its extent. Each combination maps to a deduct value, and the deducts are combined and subtracted from 100.
Because the method is standardized, two trained inspectors should produce similar scores for the same segment — which is exactly what makes PCI defensible in front of a council or a funding agency.
What the score ranges mean
Score bands matter more than the exact number. The practical question is which treatment family a segment belongs to.
- •86–100 — Good: preventive maintenance such as crack seal keeps it there cheaply
- •71–85 — Satisfactory: seal coat or thin overlay extends life at low cost
- •56–70 — Fair: the last window for surface treatment before costs jump
- •41–55 — Poor: rehabilitation, typically mill and fill
- •26–40 — Very poor: heavy rehabilitation or reconstruction
- •0–25 — Serious/failed: full reconstruction
Network PCI vs. segment PCI
A network average PCI is useful for trend reporting but hides distribution. A network averaging 68 could be uniformly fair, or half excellent and half failed — with completely different funding implications.
Report the average alongside the distribution by band, and by district or ward if funding equity is a live question.
The mistake to avoid
The common failure is spending the entire budget on the lowest-PCI streets. Reconstruction of a failed street can cost five to ten times a preventive treatment on a good one, and the good street will fail without it.
A balanced program applies preventive treatment to hold good roads, rehabilitation to catch fair roads before they fail, and reconstruction only where nothing else works.
